Mr. Heathcote-Smith outright. Would you have a draft prepared, giving the Governor particulars about Mr. Heathcote-Smith, and saying that before accepting the Foreign Office offer, the Secretary of State would be grateful for his comments. At the same time, a draft could be put up to Sir 0. Sargent, expressing thanks and saying that we have cabled to the Governor and will reply as soon as possible.

Mr. Bennett should see the draft.

I have revised the draft telegram to the Governor in consultation with Mr. Bennett and have had a fair draft prepared. I venture to suggest that the draft should be submitted to the Secretary of State in view of his interest in this appointment (see in this connection Mr. Creech Jones' minute following my minute of the 13th March) and also in case the Secretary of State would wish to add anything to the telegram on the strength of his personal knowledge of Mr. Heathcote-Smith.
